Ten years ago, the smoggy plains of Baoding were known mostly for producing donkey meat. Today, the city just to the south-west of Beijing has a different reputation – as the torchbearer for China’s solar panel industry, which has grown to become the largest in the world.

Does the absence of 'procedure' enable change? The US, my own City of Newport, most States seem hamstrung by a willingness to bow to the LCD (lowest common denominator). But China appears to be able to move forward fast. Is it the quasi-rule? Is it solely determination? Competitiveness for the self, or the State (China), maybe family pride? Or just curiousity unleashed? It is worth pondering, and applying the lessons.
